What Is a Community Board & What Does It Do?
Community Boards, also referred to as Community Planning Boards, were created by the New York City Charter to give local citizens a voice in matters of significance to their neighborhoods.

You are undoubtedly familiar with the expression "all politics are local" and this certainly applies to community boards. Each Community Board conducts business through committees, which meet on a monthly schedule and are open to the public. City agencies like the Department of Parks, the Department of Transportation routinely send a representative to the committee meetings, and the committees offer a forum for residents to complain or make requests for services.

(Note: Brooklyn Borough President Marty Markowitz recently called on all Brooklynites "interested in advocating for issues important to their communities—including land use, zoning, the City Budget, and municipal service delivery—to apply for representation on their local Community Board." The deadline to submit an application is Monday, February 22, 2010. See the BHB for more.)

Under the New York City Charter, all zoning changes, transfers of city-owned property into private hands, and numerous other actions trigger a mandatory review process known as ULURP (Uniform Land Use Review Process). ULURP requires that many new construction projects come before the local Community Board for review and vote, although their votes are merely advisory. The review process includes open, public meetings to assess the merits or issues related to the project from a community perspective.

Community Boards also vote on liquor licenses, sidewalk café permits, zoning variances before the Board of Standards and Appeals, street name changes, landmark commission permits, and capital projects, concessions and art exhibitions in city parks.

Brooklyn has 18 Community Boards. Each community board has 50 board members who are appointed by the Borough Presidents and City Council Members representing the neighborhoods within the Community Board's district.
